Authorizes persons to drive kei vehicles on Colorado public roadways if registered with the Division of Motor Vehicles and the driver holds a valid driver's license.

Defines a kei vehicle as a small truck or van with an internal combustion engine of 1,000 cubic centimeters or less (or electrical motor of 56,000 watts or less), 67 inches or less in width, weighing 2,000 pounds or less, with an enclosed cab and cargo compartment.

Establishes a $15 annual registration fee and $3 specific ownership tax for kei vehicles, which receive one license plate and must carry insurance.

Restricts kei vehicle operation to roads with speed limits of 55 miles per hour or less and prohibits them from limited-access highways; requires specific safety equipment including brakes, headlamps, tail lights, turn signals, windshield, wipers, mirrors, and seatbelts.

Allows current kei vehicle dealers to continue operations without new licensing requirements, but requires future dealers to be licensed; takes effect January 1, 2017.
