Changes Colorado law to require criminal summons and complaints for misdemeanors, petty offenses, and misdemeanor traffic offenses to use the word "MUST" instead of "shall" when describing required contents.

Removes the requirement that summons and complaints contain a place for defendants to execute a written promise to appear at the specified time and place.

Requires that summons and complaints submitted to the Department of Revenue and county courts must contain the defendant's name and address, vehicle license number (if any), and driver's license number (if any), either by paper or electronic submission.

Applies to summons and complaints issued by peace officers when arrest and immediate appearance before a county judge are not required.

Effective date is August 10, 2016, subject to potential referendum petition and voter approval in November 2016.
