• Creates a voluntary registration program for Emergency Medical Responders administered by the Department of Public Health and Environment, effective July 1, 2017.

• Transfers oversight of emergency medical responders (formerly called "first responders") from the Department of Public Safety to the Department of Public Health and Environment.

• Establishes registration requirements including national certification, criminal history background checks, training, renewal, and disciplinary procedures with an appeal process.

• Allows provisional registration valid for up to 90 days and authorizes the department to collect registration fees deposited into the Emergency Medical Services Account within the Highway Users Tax Fund.

• Appropriates $24,985 for fiscal year 2016-17 ($21,185 for EMS coordination and 0.3 FTE staff, and $3,800 for legal services).
