Requires noncommercial motor vehicles on Interstate 70 between milepost 133 (Dotsero) and milepost 259 (Morrison) to carry appropriate traction equipment (tire chains, approved traction-control devices, four-wheel drive, or winter tires with adequate tread depth) when icy or snow-packed conditions are present during October 1 to May 15 each year.

Mandates that vehicles must use the traction equipment when icy or snow-packed conditions are present, not just carry it.

Defines acceptable traction equipment options including tire chains with at least nine evenly spaced chains, four-wheel or all-wheel drive with tires having 4/32-inch tread depth, or manufacturer-branded winter tires with 4/32-inch tread depth.

Establishes violations as traffic infractions subject to penalties under section 42-4-1701(4)(a)(I)(F); does not authorize tire checkpoints to verify compliance.

Takes effect at 12:01 a.m. on August 10, 2016, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election.
