Exempts state institutions of higher education from liquor licensing laws when manufacturing and tasting fermented malt beverages and malt liquors for teaching or research purposes.

Restricts tasting to qualified employees (age 21+, employed by institution and engaged in manufacturing/tasting), qualified students (age 21+, enrolled in brewing class/program), and expert tasters (age 21+, employed in brewing industry or with demonstrated brewing expertise).

Prohibits sale or offer for sale of any fermented malt beverages or malt liquors produced under this exemption.

Requires any unused products produced at off-campus licensed premises to be removed at the end of the event.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case approval by voters at the November 2016 general election is required.
