Adds an exemption to the six-month deadline requirement for executing professional services contracts and project contracts, allowing information technology projects overseen by the Joint Technology Committee to be exempt from this deadline.

Defines "information technology" for purposes of this exemption using the same meaning provided in section 2-3-1701(2), C.R.S.

Maintains existing deadline waiver procedures for other projects, which require state agencies or institutions to request waiver recommendations from the capital development committee and the controller.

Exempts information technology projects from the general six-month contracting deadline while preserving all other existing exceptions for Department of Transportation projects and lottery-financed projects.

Takes effect August 10, 2016, or upon approval by voters in November 2016 if a referendum petition is filed.
