Extends the effective date for petroleum storage tank fund surcharge provisions from July 1, 2018 to September 1, 2023 under Colorado Revised Statutes 8-20-206.5.

Maintains the twenty-five dollar per tank truckload fee when the petroleum storage tank fund balance falls below eight million dollars, with no surcharge imposed when the balance exceeds eight million dollars.

Extends the repeal date for paragraph (f) of the petroleum storage tank fund statute from July 2018 to September 1, 2023 under Colorado Revised Statutes 8-20.5-103.

Changes fund appropriation language from "shall be" to "ARE" to clarify that moneys are continuously appropriated to the division of oil and public safety, with specified purposes subject to annual appropriation.

Takes effect August 10, 2016, unless subject to referendum petition, in which case it requires voter approval at the November 2016 general election.
