House Bill 16-1047: Interstate Medical Licensure Compact

• Adopts an interstate compact allowing qualified physicians to obtain expedited medical licenses in multiple member states through a streamlined process administered by an Interstate Medical Licensure Compact Commission.

• Establishes eligibility requirements for expedited licensure including graduation from accredited medical school, passage of medical licensing exams within three attempts, completion of approved graduate medical education, specialty certification, clean disciplinary history, and no criminal convictions.

• Creates the Interstate Medical Licensure Compact Commission with two voting representatives per member state to oversee the compact, establish rules, manage disciplinary information sharing, and coordinate physician licensing across participating states.

• Requires member states to report disciplinary actions and complaints against compact-licensed physicians to the commission and allows automatic suspension of licenses in all member states for 90 days if a physician's primary license is disciplined.

• Appropriates $331,019 for fiscal year 2016-17 to the Department of Regulatory Agencies and related agencies to implement the compact, including staffing, technology, and legal services.
