Director of the Division of Oil and Public Safety must promulgate rules concerning retail hydrogen fuel systems for vehicles by January 1, 2017, with enforcement beginning July 1, 2017.

Rules must establish standards for inspections, specifications, shipment notification, record keeping, container labeling, measurement devices, installation plans, and design/construction/location/installation/operation of retail hydrogen fuel systems.

Director may collect reasonable fees established by rule to offset direct and indirect costs, including salaries and operating expenses, incurred in administering hydrogen fuel regulations.

Rules must be reasonably necessary for protection of public health, welfare, and safety, and must substantially conform with generally accepted standards of safety concerning hydrogen fuel, adopted in compliance with Section 24-4-103, C.R.S.

Expands the definition of "fuel products" to include hydrogen and amends minimum standards provisions to apply to fuel products in addition to liquid fuels.
