Adds Colorado Revised Statutes section 13-21-129 to clarify that Colorado imposes no state law prerequisites for suing the United States under the Federal Tort Claims Act beyond those applicable to torts committed by other parties

References the Federal Tort Claims Act as authorized under 28 U.S.C. sections 1346(b) and 2671 to 2680

Takes effect 90 days after final adjournment of the general assembly (August 10, 2016, if sine die adjournment occurs May 11, 2016), unless subject to successful referendum petition

If referendum petition is filed, the act will not take effect unless approved by voters at the November 2016 general election

Applies only to conduct occurring on or after the effective date of the act
