Requires Colorado Department of Transportation to coordinate with federal military installations in the state to identify transportation infrastructure needs during preparation of the comprehensive statewide transportation plan.

Mandates that military installation transportation infrastructure needs receive full consideration during formation of the state transportation plan.

Establishes legislative findings that Colorado military installations account for 5.2% of state employment, 7.5% of state labor income, 5.5% of state taxes and fees, 5.5% of economic output, and 6.5% of gross state product.

Takes effect 12:01 a.m. on the day following the ninety-day period after final adjournment of the 2016 legislative session (August 10, 2016), subject to referendum petition provisions.
