Extends the authorization for regional transportation authorities to impose a uniform mill levy of up to 5 mills on all taxable property within their territory

Delays the repeal date of this authority from January 1, 2019 to January 1, 2029

Does not limit or affect the authority's separate power to establish local improvement districts and impose special assessments under existing law

Takes effect 90 days after final adjournment of the 2016 legislative session (August 10, 2016) unless subject to a referendum petition filed by voters
