Creates a state certification program administered by the Colorado Department of Agriculture to identify medical marijuana, retail marijuana, and industrial hemp cultivated without pesticides.

Authorizes the Department of Agriculture to certify third-party certifiers who can verify whether cannabis at licensed premises is pesticide-free.

Allows marijuana product labels to include a standardized notification that the product has been certified as organic/pesticide-free under Section 35-11.5-201, C.R.S.

Exempts licensed premises certified as organic from pesticide testing requirements by the state licensing authority and local entities.

Appropriates $65,640 to the Department of Agriculture for the 2016-17 fiscal year ($37,137 for plant industry division operations and $28,503 for legal services) from the marijuana cash fund.
