Creates new first-degree assault crime when a person applies sufficient pressure to the neck or blocks the nose/mouth of another person with intent to cause serious bodily injury, resulting in serious bodily injury.

Creates new second-degree assault crime when a person applies sufficient pressure to the neck or blocks the nose/mouth of another person with intent to cause bodily injury, resulting in bodily injury.

Classifies second-degree assault by strangulation as a crime presenting extraordinary risk of harm to society under Colorado's felony sentencing provisions.

Appropriates $43,727 for fiscal year 2017-18, $87,454 for 2018-19, $131,181 for 2019-20, and $170,900 for 2020-21 from the General Fund for implementation.

Effective July 1, 2016, and applies to offenses committed on or after that date.
