Changes the official name of "area vocational schools" to "area technical colleges" throughout Colorado Revised Statutes to reflect their expanded role in postsecondary technical education.

Adds one representative from area technical colleges to the concurrent enrollment advisory board, increasing board membership from thirteen to fourteen members.

Repeals section 23-60-801, which previously allowed school district boards to voluntarily rename area vocational schools as technical colleges, making the name change mandatory statewide.

Updates all statutory references across multiple Colorado code sections (titles 12, 22, 23, 24, and 39) to consistently use "area technical college" terminology in place of "area vocational school."

Takes effect 90 days after final adjournment of the general assembly (August 10, 2016) unless subject to a referendum petition filed by voters.
