Amends Colorado statute 23-56-101 to redefine Western State Colorado University's mission and role as a general baccalaureate institution with moderately selective admission standards located in Gunnison.

Authorizes the university to offer undergraduate liberal arts and sciences, teacher preparation, professional degree programs, basic skills courses, and a limited number of graduate programs.

Establishes Western State Colorado University's function as a regional education provider.

Effective date set for August 10, 2016 (90 days after final adjournment), or if subject to a referendum petition, the measure requires voter approval at the November 2016 general election before taking effect.
