Amends Colorado Revised Statutes 12-47-106 to change the home brewing exemption from requiring the "head of a family" to permitting "an adult" to produce fermented malt beverages or vinous liquor for personal use without a liquor license.

Allows any adult to engage in home brewing activities for personal use and not for sale, subject to federal law and regulations.

Permits home brewing production equal to the amount exempt from federal excise tax on alcohol beverages, aligning state law with federal home brewing allowances.

Removes the family household requirement, expanding eligibility to individual adults who wish to brew alcohol for their own consumption.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
