Increases the vendor's fee (amount retailers can retain to cover sales tax collection and remitting expenses) from 3 1/3% to 4 1/2% for retailers with previous calendar year state sales tax liability of $75,000 or less, effective January 1, 2018.

Maintains the vendor's fee at 3 1/3% for retailers with previous calendar year state sales tax liability exceeding $75,000.

Creates a two-tier fee structure based on retailer sales volume, with smaller retailers receiving a higher percentage retention rate.

Takes effect 90 days after final adjournment of the general assembly (August 10, 2016), subject to referendum petition and voter approval if challenged.
