Establishes the "Public Safety Fairness Act" authorizing fire protection districts and fire authorities to receive impact fees from new development to fund capital facilities for fire protection, rescue, and emergency services.

Requires local governments to confer with fire and emergency services providers and developers to assess whether impact fees should be imposed on new development.

Mandates that local governments and fire and emergency services providers enter into intergovernmental agreements defining impact fee details, collection procedures, and remittance when such fees are imposed.

Prohibits double-charging landowners by preventing impact fees for fire and emergency services if the landowner already pays a similar fee for the same type of service or has voluntarily contributed money for such a facility.

Grants fire protection districts the authority to receive and spend impact fees or similar development charges imposed under the statute.
