Authorizes county clerks to use the National Change of Address (NCOA) database to identify voters who may have moved and update voter registration records accordingly.

When NCOA indicates an elector moved within Colorado, the county clerk of the new county shall update the registration and send a forwardable notice with a prepaid return form to the old address for verification.

When NCOA indicates an elector moved to a different state, the county clerk shall mark the registration "Inactive" and send a confirmation card with a return form to the new address.

Clarifies that county clerks must immediately correct registration information if an elector confirms they did not move by returning the verification form.

Modifies procedures for voter registration application notifications and cancellation procedures to use "correspondence" terminology and establish confirmation card requirements when mail is returned as undeliverable.
