Amends Colorado Revised Statutes 38-38-111 to modify how foreclosure overbid funds are distributed to junior lienors.

Adds junior lienors who obtain title through redemption pursuant to section 38-38-501 to the list of persons ineligible to receive any portion of overbid funds.

Ensures that when a junior lienor redeems the property, any remaining overbid goes to the original owner rather than to the redeeming lienor.

Takes effect upon passage and applies to all foreclosure sales occurring on or after the effective date.

Includes a safety clause declaring the act necessary for the immediate preservation of public peace, health, and safety.
