Repeals the requirement that nonprobationary teachers removed from their teaching assignment must secure mutual consent from another school or face unpaid leave.

Requires school districts to assign displaced teachers to an available position within the district or dismiss them with due process by August 15, 2016.

Guarantees teachers in new assignments receive the same salary and benefits they would have earned had they not been displaced.

Eliminates the provision requiring receiving schools to voluntarily consent to teacher transfers from other schools within the district.
