Permits psychologist candidates, licensed social workers, marriage and family therapist candidates, and licensed professional counselor candidates to voluntarily register with the database of registered psychotherapists rather than requiring registration.

Allows persons licensed or registered in mental health professions, or enrolled in professional training programs at approved schools, to voluntarily register with the registered psychotherapists database.

Replaces language requiring mental health professionals to "hold" or "obtain" degrees with "has completed" or "completed" throughout licensing statutes for psychologists, social workers, marriage and family therapists, professional counselors, and addiction counselors.

Requires mental health licensees and registrants to disclose to clients completed degrees, credentials, certifications, registrations, and licenses, including education and training required to complete them.

Takes effect January 1, 2017.
