HB16-1110: Parent's Bill of Rights

• Establishes parental liberty interests in the care, custody, and control of a child as a fundamental right in Colorado law.

• Prohibits state, political subdivisions, and governmental entities from infringing on parental rights unless they demonstrate a compelling governmental interest of the highest order that cannot be served through less restrictive means.

• Defines "parent" as natural or adoptive parent or legal guardian of a minor child (17 years of age or younger).

• Carves out an exception allowing courts, law enforcement, and child welfare agencies to act within their official capacity and scope of authority.

• Applies the bill's provisions to all statutes, agency rules, and local ordinances regardless of other conflicting law.
