Prohibits terminating the life of an unborn child (defined as beginning at fertilization) and classifies violation as a class 1 felony.

Exempts licensed physicians who perform medical procedures designed to prevent the pregnant mother's death if they make reasonable medical efforts to preserve both lives consistent with conventional medical practice.

Exempts accidental or unintentional injuries to or death of an unborn child resulting from medical treatment provided to the mother.

Protects pregnant mothers from criminal penalties and prohibits restrictions on contraception used prior to conception.

Makes convictions for violating this prohibition constitute unprofessional conduct for physician licensing purposes; effective July 1, 2016.
