CO HB1116

Directs the executive officer of the Colorado state board for community colleges and occupational education to convene a public forum by September 1, 2016, to discuss developing a model for micro-credentials as evidence of student learning.

Requires the forum to include minimum discussion topics covering use of micro-credentials by schools and employers, appropriate subjects and skills for micro-credentialing, design and validation of credentials, platforms for hosting credentials, and security protocols.

Mandates invitations to students, parents, school districts, charter schools, community colleges, area vocational schools, public libraries, museums, and business and industry representatives.

Requires the executive officer to summarize findings and recommendations from the forum and submit them to the Colorado Commission on Higher Education, State Board of Education, State Workforce Development Council, and the Governor.

Requires findings and recommendations to be presented to the joint education committees of the General Assembly by February 1, 2017, and posted on the Colorado Community College System website.
