Allows local school boards and boards of cooperative services to exempt National Board Certified Teachers from annual performance evaluation requirements for up to 3 years at their discretion.

Defines "National Board Certified Teacher" as a teacher employed by a school district, charter school, board of cooperative services program, or State Charter School Institute who holds certification from the National Board for Professional Teaching Standards.

Requires teachers granted exemptions to retain their most recent evaluation rating for the entire 3-year exemption period.

Permits exempt teachers to request a new evaluation before the 3-year period ends, with any new evaluation rating becoming their established rating.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
