Exempts registered equine livestock from brand inspection requirements that currently apply to all livestock when sold or moved interstate or intrastate.

Defines "registered equine" as a horse registered with a breed association or a performance organization that holds a competition license for each horse.

Requires brand inspectors to inspect only unregistered equine livestock, maintaining inspection fees for unregistered horses consigned to Colorado-licensed public livestock markets.

Preserves the board's authority to levy per-head inspection fees on unregistered equine livestock and minimum fees from persons requesting inspections.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case it requires approval by voters at the November 2016 general election.
