Establishes a consistent definition of "veteran" in Colorado law that aligns with the federal definition under U.S.C. Title 38, as amended.

Defines "veteran" as a person who served in the active military, naval, or air service of the United States and was discharged or released under conditions other than dishonorable.

Adds new statute section 28-5-100.3 to Colorado Revised Statutes containing the veteran definition for use in Article 5 unless context requires otherwise.

Amends section 28-5-223 to reference the new veteran definition in guardianship and estate administration provisions.

Preserves the legislature's ability to use alternate definitions of "veteran" for specific legislation as deemed appropriate.
