Repeals the requirement that Colorado participate in a multi-state consortium that develops common college and career readiness assessments.

Transfers selection authority for tenth-grade and eleventh-grade college entrance assessments from the Department of Education to the State Board of Education, effective by July 1, 2021.

Eliminates the requirement to reconsider competitive bids for assessments every 5 years.

Directs the Department to recommend state assessment options to the State Board that provide valid measurement of student achievement and ensure statewide comparability, subject to federal Elementary and Secondary Education Act requirements or approved waivers.

Allows the Department to reduce state assessment administration if participating in a federal pilot assessment program authorized under the Elementary and Secondary Education Act.
