Defines "small HOA community association manager" as one servicing HOAs with a combined total of 30 or fewer units and requires the director to adopt less stringent credentialing, educational, and continuing education requirements with lower license fees for these managers.

Requires all managers to provide detailed annual disclosures to HOA boards of all fees and charges, including transfer fees, and to supply certified copies of their current valid licenses annually.

Requires managers to provide written documentation to parties in property sales at least 3 days before closing detailing transfer fees, including justification and certification that fees are not duplicated by other parties and comply with Colorado law.

Requires the director to publish a searchable online list of licensed managers by manager name or HOA name, including license status, type, expiration date, and a daily-updated report of pending complaints and disciplinary actions.

Adds new disciplinary grounds for licensed managers including knowingly violating HOA governing documents, failing to notify board members of violations, failing to report continued violations to the director within specified timeframes, and violating disclosure requirements.
