Converts the 3% procurement goal for service-disabled veteran-owned small businesses into a mandatory requirement, phased in as 1% in 2016-17, 2% in 2017-18, and 3% in 2018-19 and thereafter.

Allows state agencies to grant preferences to businesses that commit to using at least one service-disabled veteran-owned small business as a subcontractor, and allows subcontractor work to count toward meeting procurement requirements.

Requires contractors given preferences based on subcontractor usage to report the number of service-disabled veteran-owned subcontractors used and the approximate dollar value of work performed by those subcontractors.

Extends eligibility to business owners who have applied for federal certification and submitted required documentation (DD Form 214, military disability documentation, and an affidavit of certification intent) to the Secretary of State.

Directs the Secretary of State to maintain a website list of service-disabled veteran-owned businesses pending federal certification, making them eligible for state contract preferences.
