Requires railroad common carriers to have at least two crew members aboard any freight train or light engine while it is moving within Colorado.

Exempts trains operated by remote control complying with Federal Railroad Administration rules, as well as hostler service, utility employee service, and distributed power helper service.

Establishes misdemeanor penalties: $250-$1,000 for first offense, $1,000-$5,000 for second offense within 3 years, and $5,000-$10,000 for third or subsequent offense within 3 years.

Requires the Public Utilities Commission to report annually to the Transportation Legislation Review Committee on violations, including the type of cargo being carried (hazardous material, coal, freight, military equipment, or other commodities).

Takes effect July 1, 2016, and is automatically repealed if the Federal Railroad Administration promulgates a minimum crew rule or Congress enacts federal legislation mandating minimum crew requirements.
