Requires packaged nicotine products without tobacco to display a conspicuous warning label reading "WARNING: CONTAINS ADDICTIVE NICOTINE" on or after January 1, 2017.

Applies to nicotine-containing dissolvables, lotions, gels, drinks, and e-liquids used with electronic nicotine delivery systems such as electronic cigarettes.

Violations of the labeling requirement are subject to the same penalty scheme as violations of the prohibition against selling nicotine products to minors.

Effective date is 90 days after final adjournment of the general assembly (August 10, 2016, if adjournment occurs May 11, 2016), subject to a referendum petition.
