Establishes a $500 aggregate contribution limit from individuals and political committees (excluding small donor committees) to school district director candidates for regular biennial and special school elections.

Establishes a $5,000 aggregate contribution limit from small donor committees to school district director candidates for regular biennial and special school elections.

Requires school district director candidates to file campaign finance disclosure reports with the Colorado Secretary of State on specified schedules, including quarterly reports in off-election years and bi-weekly reports eight weeks before elections.

Applies existing campaign finance disclosure requirements under sections 1-45-108 and 1-45-109 to school district director candidates and establishes civil penalties of double to five times the amount contributed in violation of contribution limits.

Takes effect July 1, 2016, and applies to all election cycles or calendar years beginning after that date.
