Amends Colorado Revised Statutes 39-13-102 to change how documentary fees are calculated for residential real property grants and conveyances, using the amount listed on the grant or conveyance document as the basis for fee determination.

Creates an exception allowing use of the total sales price from a declaration filed under section 39-14-102 if no consideration amount is listed on the document or the listed amount is $500 or less.

Establishes a presumption that property conveyed by deed or instrument is residential for documentary fee computation purposes unless the document includes a conspicuous statement or notation indicating the property is not residential.

Prohibits alteration of deeds or instruments after execution based on this provision.

Takes effect July 1, 2016 for fees imposed on documents recorded on or after that date.
