Amends Colorado Revised Statutes Section 2-4-401 to define "child," "human being," "individual," and "person" to include every infant human being who is born alive at any stage of development.

Defines "born alive" as complete expulsion or extraction from the mother of a member of the species homo sapiens at any stage of development who, after such expulsion or extraction, breathes or has a beating heart, pulsation of the umbilical cord, or definite movement of voluntary muscles.

Specifies that the definition applies regardless of whether the umbilical cord has been cut and regardless of whether expulsion or extraction occurs as a result of natural or induced labor, cesarean section, or induced abortion.

Includes a clarifying provision stating that nothing in the definition shall be construed to affirm, deny, expand, or contract any legal status or legal right applicable to any member of the species homo sapiens at any point prior to being born alive.

Takes effect at 12:01 a.m. on August 10, 2016 (ninety days after final adjournment), unless a referendum petition is filed, in which case approval by voters at the November 2016 general election is required.
