HB 16-1147 Summary

• Requires the Colorado Department of Personnel director to make good-faith efforts to reduce wait times for state employees and employers accessing the Colorado State Employee Assistance Program (C-SEAP), beginning in fiscal year 2016-17.

• Mandates that any additional moneys appropriated to C-SEAP must be used to reduce wait times through hiring additional staff or acquiring additional resources.

• Establishes a funding floor requiring appropriations for C-SEAP in fiscal year 2017-18 and each subsequent year to be no less than the total amount appropriated in fiscal year 2016-17.

• C-SEAP provides confidential counseling, manager consultation, mediation, emotional intelligence coaching, workplace training, and financial assistance for unforeseen life events to address personal problems and workplace issues for state employees and employers.
