Requires executive boards of common interest communities created in Colorado before July 1, 1992, to comply with budget reporting provisions starting July 1, 2017, with exceptions as provided in statute.

Modifies budget notification requirements to allow executive boards to post proposed budgets on the association's website in addition to mailing or delivering summaries to unit owners.

Increases the annual common expense liability threshold for small planned communities from $300 to $400, with annual adjustments based on the Denver-Boulder consumer price index.

Clarifies that proposed budgets are deemed approved unless vetoed by a majority of unit owners at a noticed meeting, and if vetoed, the previous budget continues until a new non-vetoed budget is adopted.

Takes effect July 1, 2018, subject to voter approval if a referendum petition is filed within 90 days after final adjournment of the legislature.
