Amends Colorado Revised Statutes 17-22.5-404 to change the annual reporting deadline for the State Board of Parole's outcomes report from November 1 to March 31 of each year.

Requires the State Board of Parole and Division of Criminal Justice to submit the report to the General Assembly on or before March 31, 2017, and on or before March 31 each year thereafter.

Maintains the requirement that all data in the report be aggregated and not identify individual cases or decisions.

Takes effect at 12:01 a.m. on the day following the expiration of the ninety-day period after final adjournment of the General Assembly (August 10, 2016, if adjournment sine die occurs on May 11, 2016).

Subject to referendum petition provisions under the Colorado Constitution; if a referendum petition is filed within the ninety-day period, the act requires approval by voters at the November 2016 general election to take effect.
