Extends the termination date of the surgical assistant and surgical technologist registration program from September 1, 2016, to September 1, 2021, requiring legislative review before sunset.

Appropriates $114,188 to the Colorado Bureau of Investigation and $32,342 to the Department of Regulatory Agencies for fiscal year 2016-17 to implement criminal background check requirements.

Takes effect 90 days after final adjournment of the general assembly, or upon approval by voters if subject to a referendum petition.
