Amends Colorado Revised Statutes section 39-3-207(6) to change the allocation of excess property tax reimbursement money, effective June 30, 2016 and annually thereafter.

Directs the state treasurer to allocate any amount by which estimated appropriations for property tax exemption costs exceed actual warrants issued, split as follows: 95% to the Senior Services Account within the Older Coloradans Cash Fund and 5% to the Veterans Assistance Grant Program Cash Fund.

Replaces previous language that directed all excess funds solely to the Senior Services Account within the Older Coloradans Cash Fund.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
