Requires school districts with priority improvement or turnaround plans to publish notice of proposed superintendent salary increases at least 7 days before discussion meetings and 7 days before action meetings.

Requires the same 7-day advance notice for salary increases of principals or vice principals at schools operating under priority improvement or turnaround plans.

Applies the notice requirements to charter schools and institute charter schools operating under priority improvement or turnaround plans.

Mandates that boards allow public comment at meetings where they take action on proposed salary increases.

Requires all notices be published in newspapers competent to publish legal notices within the school district.
