Amends Colorado Revised Statutes 35-5.5-116 to modify how the noxious weed management fund receives and uses money from the state.

Changes language to clarify that the general assembly shall "annually appropriate STATE moneys" to the Department of Agriculture for noxious weed management purposes.

Allows unexpended and unencumbered moneys from fund appropriations to remain available for expenditure by the Department in the next fiscal year without requiring further appropriation.

Declares the act necessary for the immediate preservation of public peace, health, and safety under the safety clause provision.

Bill was approved by Governor John W. Hickenlooper on April 12, 2016.
