Establishes the "Colorado Family First Employer Program" administered by the Department of Labor and Employment to certify employers meeting specified family-friendly criteria.

Employers meeting all seven requirements receive a Platinum Award; those meeting at least four requirements receive a Gold Award, with designated employers eligible to use a promotional logo created by the Governor's office.

Certification requirements include: equal advancement opportunities for women, minorities, and persons with disabilities; equal pay for substantially similar work; child care stipends or services; at least two weeks paid leave for birth/adoption/medical care; flexible work arrangements; health insurance; and retirement benefit contributions.

Department must publish a list of certified employers on its website and update it at least three times per year; certifications valid for three-year periods.

Appropriates $15,865 from the general fund for fiscal year 2016-17 to the Department of Labor and Employment for implementation, based on 0.3 FTE.
