Extends the sunset date for the Rural Alcohol and Substance Abuse Prevention and Treatment Program from July 1, 2016 to September 1, 2025.

Continues the rural alcohol and substance abuse cash fund consisting of two accounts: the rural youth alcohol and substance abuse prevention and treatment account and the rural detoxification account.

Fund receives moneys from surcharges assessed under sections 18-19-103.5, 42-4-1307(10)(d)(I), and 42-4-1701(4)(f), divided equally between the youth and detoxification accounts unless a donor specifies otherwise.

Unexpended and unencumbered moneys remaining in the fund at the end of each fiscal year remain in the fund; however, any remaining moneys as of August 30, 2025 shall be credited to the general fund.

Modifies Colorado Revised Statutes 24-34-104 to remove the original July 1, 2016 termination date and establish the new September 1, 2025 termination date for the program.
