Extends the Department of Natural Resources' authority to register and regulate vessels under Article 13 of Title 33, C.R.S., moving the sunset date from September 1, 2016 to September 1, 2026.

Removes vessel registration and regulation from the list of functions terminating on September 1, 2016, and adds it to the list of functions terminating on September 1, 2026.

Requires a sunset review of vessel registration and regulation functions prior to the September 1, 2026 repeal date under the General Assembly review process in Section 24-34-104, C.R.S.

Amends vessel livery recordkeeping requirements to clarify language regarding HULL identification numbers and vessel return dates without changing substantive requirements or penalties.

Takes effect 90 days after final adjournment of the General Assembly, unless subject to a referendum petition approved by voters in November 2016.
