Permits licensed alcohol wholesalers in Colorado to establish employee purchase programs allowing their workers to buy vinous or spirituous liquors directly from the wholesaler.

Adds an exception to existing alcohol beverage statutes to allow this direct employee purchase arrangement notwithstanding other provisions in the article.

Applies only to products that the wholesaler itself sells as part of its regular business operations.

Designated as an emergency measure necessary for immediate preservation of public peace, health, and safety.
