Requires local governments that adopt or enforce ordinances, resolutions, or policies prohibiting hydraulic fracturing of oil and gas wells to compensate mineral interest owners for lost royalties.

Applies to prohibitions on hydraulic fracturing treatments for wells located within the local government's jurisdiction.

Establishes that local governments are liable to mineral interest owners for the value of royalties not received due to the prohibition.

Takes effect August 10, 2016, unless a referendum petition is filed, in which case it requires voter approval at the November 2016 general election to take effect.

Applies to conduct occurring on or after the effective date of the act.
