Amends Colorado Revised Statutes 40-15-509.5 to clarify the administration of money transferred from the High Cost Support Mechanism (HCSM) to the broadband fund.

Changes the transfer timeline from "upon allocation" to "between July 1 and August 31 of each year" for HCSM allocations designated for broadband services in unserved areas.

Designates money allocated from the HCSM as continuously appropriated to the broadband deployment board, while other money in the fund requires annual appropriation by the general assembly.

Clarifies that interest earned on fund investments is credited to the fund and unexpended money remains in the fund without reverting to the general fund at fiscal year end.

Effective date is January 1, 2017, or upon voter approval if a referendum petition is filed within 90 days of final adjournment.
